Asien, Lateinamerika: Verschiebt der Aufstieg der neuen Wachstumsmärkte das Kräfteverhältnis auf dem Weltmarkt?

Abstract

In Asien entsteht eine neue Freihandelszone, und auch Lateinamerika plant den Abschluss eines Handelsabkommens. Führt der Aufstieg der neuen Wachstumsmärkte zu einem neuen Kräfteverhältnis auf dem Weltmarkt und einer Verschiebung des Schwerpunkts des Welthandels? Für Barbara Dluhosch, Helmut-Schmidt-Universität/Universität der Bundeswehr Hamburg, besteht kein Zweifel daran, dass sich die Wachstumspole der Weltwirtschaft in den letzten Jahren verschoben haben. Der verstärkte Wettbewerb der Wirtschaftspolitiken könne heilsame, da disziplinierende, Wirkung entfalten. Zwar seien die wirtschaftspolitischen Prioritäten je nach Entwicklungsstand der Wirtschaftsräume unterschiedlich, jedoch spreche die bisherige Erfahrung dafür, dass mit dem Einkommen auch die Nachfrage nach z.B. Umweltschutz und besseren Arbeitsbedingungen zunehme. Insoweit habe der Wachstumsprozess sein Erfreuliches. Die sich vollziehende Verlagerung ökonomischer Macht vom bisherigen Kraftzentrum der Weltwirtschaft, Nordamerika, Europa und Japan, auf die sich dynamisch entwickelnden Volkswirtschaften in Asien und Lateinamerika ist auch für Michael Pflüger und Philipp Ehrl, Universität Passau, evident. Es gehe dabei um die Ablösung des Washington-Konsensus, in dem der dominante Einfluss der Vereinigten Staaten auf die weltwirtschaftlichen Institutionen zum Ausdruck kommt. Bei allen anstehenden Fragen solle nicht übersehen werden, dass von den neuen Wachstumsmärkten nicht nur Bedrohungen, sondern auch Chancen ausgehen. Die Verlagerung der Gewichte auf der Welt bietet nach Meinung von Volker Treier, Deutscher Industrie- und Handelskammertag (DIHK), Berlin, Chancen für die Weltwirtschaft: Mehrere starke Zentren reduzieren die Abhängigkeit und befördern den Wettbewerb. Die neue wirtschaftliche Bedeutung Asiens und auch Lateinamerikas bedeute aber nicht, dass die dortigen Mächte schon stark genug seien, um den globalen wirtschaftlichen Ordnungsrahmen sichtbar zu prägen.
