Understanding peripherality in a multidimensional geographical, socioeconomic, and institutional context: Evidence from Greece

Abstract

This paper develops a multidimensional methodological framework for examining the geographical handicaps and associated socioeconomic drawbacks of nomenclature of territorial units for statistics (NUTS) III regions in Greece to conceive diverse dimensions of peripherality and target the de‐peripheralization of peripheral regions. Building on the network paradigm, empirical analysis, and policy assessment, the analysis sheds light on the unique characteristics and challenges experienced by inland, island, coastal, and borderline regions across the multiple dimensions and conceives a tailored mix of policy measures to address the specific needs and catalyze development in each region. The proposed methodological framework provides a roadmap for understanding the complex interplay between geographical and socioeconomic dynamics and policy interventions, offering methodological and empirical insights for regional policymakers, practitioners, and stakeholders toward a more prosperous and equitable regional development landscape. Este artículo desarrolla un marco metodológico multidimensional para analizar las desventajas geográficas y los inconvenientes socioeconómicos asociados de la nomenclatura de unidades territoriales estadísticas de las regiones (NUTS) III en Grecia, con el fin de concebir diversas dimensiones de la perifericidad y abordar la desperiferización de las regiones periféricas. Partiendo del paradigma de redes, el análisis empírico y la evaluación de políticas, el análisis arroja luz sobre las características y retos únicos que experimentan las regiones interiores, insulares, costeras y fronterizas en sus múltiples dimensiones y concibe una combinación a medida de medidas políticas para abordar las necesidades específicas y catalizar el desarrollo de cada región. El marco metodológico propuesto proporciona una hoja de ruta para comprender la compleja interacción entre las dinámicas geográficas y socioeconómicas y las intervenciones políticas, ofreciendo perspectivas metodológicas y empíricas a los responsables políticos regionales, los profesionales y las partes interesadas con vistas a un panorama de desarrollo regional más próspero y equitativo. 本稿では、周辺性の多様な側面を考察し、周辺地域の脱周辺化を目標とし、ギリシャのNUTS 3地域の地理的なハンディキャップ及び関連する社会経済的欠点を検討する多次元方法論的フレームワークを作成する。ネットワークのパラダイム、実証分析、政策評価に基づいた分析により、内陸部、島嶼、沿岸地域、国境地域の様々な側面における独自の特徴と課題に注目し、各地域の特定のニーズに対応して開発を促進する政策措置の組み合わせを考える。本稿で提案する方法論的フレームワークから、より豊かで公平な地域開発の展望のための方法論的および経験的洞察を地域の政策立案者、実践者、利害関係者に提供する、地理的および社会経済的ダイナミクスと政策介入の複雑な相互作用を解明するロードマップが得られる。
