Abstract

Multifunctionality and multilateral co-operation a cost analysis of a public good supply by agriculture - The multilateral reform of agricultural policies mainly addresses the price effects of domestic policies on international markets, aiming to diminish specific supports to agricultural productions, including multifunctional productions. This type of coordination can decrease the efficiency of domestic policies in providing the optimal level of national public goods when the agricultural sector is the most competitive fora certain level of public good supply. A reason for this is the economies of scope between agricultural commodities and public goods. A specific support to a multifunctional sector can then lead to a domestic gain which can be compared with the loss in third countries. A mechanism designed to compensate the foreign loss caused by domestic subsidies of large countries is proposed in cases where domestic gains exceed foreign losses
