Organisationsformen schulischer Integration und Inklusion: Eine vergleichende Betrachtung der 16 Bundesländer

Abstract

Ziel dieses Beitrags ist es, die Organisationsformen schulischer Integration/Inklusion in den 16 deutschen Bundesländern vergleichend darzustellen. Dazu wird eine ungleichheitssoziologische Perspektive eingenommen, und Integrations-/Inklusionsformen werden mit Blick darauf verglichen, inwieweit die Faktoren, die Prozesse der sozialen Benachteiligung an Sonderschulen auslösen können, auch in diesen Settings vorgesehen sind. Anhand eines zunächst theoretisch hergeleiteten und dann am empirischen Material überprüften und angepassten Analyserasters wurden 80 auf Basis von Rechtsgrundlagen sowie Handreichungen, Berichten und Broschüren der Bundesländer identifizierte Integrationsformen entlang der Analysekategorien eingeordnet und darauf aufbauend fünf Typen von Organisationsformen schulischer Integration gebildet, die über die Länder hinweg verglichen werden können: Prävention, Kooperation, Sonderklassen, Integration in Regelklassen und Schwerpunktschulen. Der Beitrag ermöglicht damit erstmals einen systematischen Überblick über die vorhandenen Organisationsformen schulischer Integration in Deutschland sowie ihrer Gemeinsamkeiten und Unterschiede. Die Ergebnisse haben entscheidende Implikationen für die Untersuchung der Wirkung schulischer Integration, denn je nachdem wie diese ausgestaltet ist, kann sie differenzielle Effekte auf die Entwicklung der in ihnen unterrichteten Schüler haben - sowohl auf die der Schüler mit als auch die ohne SPF. Dies muss bei einer (vergleichenden) Untersuchung von Schülern mit und ohne SPF in integrativen/inklusiven Settings berücksichtigt werden.
