Determinanten des Legislativen Lobbying in Brüssel: Erste empirische Ergebnisse

Abstract

Lobbying in Brüssel ist eine notwendige, aber auch eine sehr herausfordernde Aktivität von Unternehmen und ihren Interessenvertretungen. Die Frage nach den Determinanten des Erfolges ist nahe liegend, bleiben doch zahlreiche Anstrengungen letztlich wirkungslos. Der Hintergrund dieses Arbeitspapiers ist eine empirische Untersuchung zum Lobbying von Genossenschaften auf europäischer Ebene. Dahinter steht erstens die Tatsache, dass nur rudimentäre Informationen über die besonderen Governancestrukturen von Genossenschaften in der Öffentlichkeit vorhanden sind. Die Entwicklung professioneller externer Kommunikationsstrategien ist also anzuregen, um dieser Organisationsform den Stellenwert zu verschaffen, der ihrer aktuellen Problemlösungsfähigkeit entspricht. Zweitens hat die lange Entstehungsgeschichte des Statuts der Europäischen Genossenschaft zum Ausdruck gebracht, dass es den genossenschaftlichen Interessenvertretungen nicht gelang mit einer Stimme zu sprechen, was auch dadurch bedingt ist, dass sich das Genossenschaftsverständnis in den einzelnen Mitgliedsstaaten der EU unterscheidet. Bevor auf die Besonderheiten des genossenschaftlichen Lobbyings eingegangen werden kann, sind also die allgemeinen Erfolgsfaktoren für Lobbyingmaßnahmen zu erforschen. Kerstin Liehr-Gobbers tat dies auf der Basis der Erkenntnisse der theoretischen Lobbying-Forschung sowie durch eine Befragung von in Brüssel tätigen Lobbyisten. In diesem Arbeitspapier stellt sie die Anlage der Untersuchung, den methodischen Hintergrund sowie die Ergebnisse der ersten Auswertungen vor. Diese sind interessant und einige von ihnen vermögen zu überraschen. Weitere Erkenntnisse werden der interessierten Öffentlichkeit bald vorgestellt werden. Die Arbeit ist in das IfG-Forschungscluster Die Genossenschaftsidee heute einzuordnen.
