Strukturelle Einnahmeschwäche? GKV-Finanzierung im Spannungsfeld von demographischem Wandel und Gesundheitsreformen

Abstract

Der Gesetzlichen Krankenversicherung (GKV) wurde ein strukturelles Einnahmeproblem attestiert, das im vorliegenden Beitrag genauer untersucht wird. Es wird quantifiziert, wie sich die Einnahmen der GKV relativ zu volkswirtschaftlichen Vergleichsgrößen entwickelt haben. Insbesondere wird herausgearbeitet, dass die demographische Alterung in den Jahren 1996 bis 2016 keinen dämpfenden Einfluss auf die Beitragseinnahmen hatte. Die Ausgaben der GKV werden ebenso analysiert, mit dem Ergebnis, dass es wesentliche Kostensteigerungen durch die demographische Alterung gab, aber auch kostendämpfende Eingriffe des Gesetzgebers, die ebenfalls quantifiziert werden. Eine Fokussierung allein auf die Entwicklung der GKVEinnahmen wird den Beobachtungen nicht gerecht.
