Die politische Logik der deutschen Vereinigung und der Institutionentransfer: Eine Untersuchung am Beispiel von Gesundheitswesen, Forschungssystem und Telekommunikation

Abstract

Der vorliegende Beitrag untersucht die 1990 im Kontext des Vereinigungsprozesses getroffenen Entscheidungen über die künftige institutionelle Struktur Ostdeutschlands. Ausgangspunkt sind zwei politikwissenschaftliche Befunde, die zunächst nicht leicht vereinbar scheinen: Einerseits lief die Vereinigungspolitik nach einer gängigen Sichtweise unter Ausnahmebedingungen mit außergewöhnlicher Entscheidungssouveränität des westdeutschen Zentralstaats ab, andererseits aber spiegelten die getroffenen Entscheidungen nicht etwa materielle Veränderungsinteressen des Bundes wider, sondern bedeuteten in der Regel den unmodifizierten Transfer westdeutscher Institutionen. Dieses scheinbare Paradox löst sich jedoch im Blick auf die vorgängige Situation in den einzelnen funktionalen Sektoren der alten Bundesrepublik auf. Das Ergebnis der Vereinigungspolitik läßt sich auf drei sektorale Merkmale zurückführen: institutioneller Konsens oder Dissens; Politikverflechtung oder Dominanz eines einzelnen Akteurs; und (gegebenenfalls) Veränderungswünsche des dominanten Akteurs. Am Beispiel dreier Sektoren - Gesundheitswesen, Forschungssystem und Telekommunikation - wird gezeigt, wie unterschiedliche Kombinationen dieser drei Merkmale das Resultat des Vereinigungsprozesses hervorbrachten: den Institutionentransfer nach Ostdeutschland.
