Sozialpolitik in der Ära Kohl: Die Politik des Sozialversicherungsstaates

Abstract

Die Sozialpolitik in der Ära Kohl wird gemeinhin mit der Metapher des 'Reformstaus' assoziiert. In diesem Beitrag wird der Frage nachgegangen, ob ein 'Reformstau' festgestellt werden kann, bzw. in welche Stoßrichtungen die verabschiedeten Reformen wirkten. Der Fokus wird dabei auf die Sozialversicherungen gerichtet, ergänzt durch die Perspektive der Arbeitsmarkt- und Beschäftigungspolitik bzw. arbeitsrechtliche Reformen. Die chronologische Analyse der Sozialpolitik in der Ära Kohl kommt zu dem Ergebnis, daß von 'Reformstau' prima vista nicht die Rede sein kann. Vielmehr können eine Vielzahl von Reformen festgestellt werden, die jedoch maßgeblich in den historisch gewachsenen Pfaden der Sozialversicherungen verhaftet blieben - die Sozialpolitik der Regierung Kohl kann als Politik des Sozialversicherungsstaates bezeichnet werden kann. Über die Sozialversicherungen sollten nicht nur neue Akzente im Bereich der Familienpolitik und bei der Absicherung der Pflege gesetzt werden, auch die sozialpolitische Gestaltung der deutschen Einheit stand im Zeichen der Sozialversicherungen. Die weitgehende Finanzierung der deutschen Einheit über die Sozialversicherungen stellte eine immense Expansion der Sozialversicherungsprinzipien dar. Diese Politik zehrte nicht nur die Konsolidierungserfolge der 80er Jahre auf, sondern verschärfte den Zielkonflikt zwischen hohen bzw. steigenden Sozialabgaben und gebremster bzw. rückläufiger Beschäftigungsentwicklung. Mitte der 90er Jahre verstärkten sich die sozialpolitischen Konflikte. Nicht allein die institutionellen Grundlagen deutscher Sozialpolitik - föderale Verflechtung und dicht gewobene Politiknetzwerke - führten zur blockadeähnlichen Konfrontation zwischen Regierung und Opposition, vielmehr erschwerte der Strategiewandel der FDP koordinierte Reformen. Diese intrakoalitionären Konflikte verunmöglichten eine koordinierte Politik zwischen Bund und Ländern, zwischen Regierung und Opposition und führten zum Scheitern des Bündnisses für Arbeit 1996.
