Merre tart a német jóléti állam?. Társadalombiztosítási alrendszerek Németországban

Abstract

A gazdasági aranykor lezárulásával, a hetvenes évektől kezdődően, a kötelező társadalombiztosítási rendszerre épülő német jóléti állam kettős korláttal találta szembe magát. A rendszernek a gazdasági versenyképesség szempontjából vett gyenge pontja a finanszírozás módjában rejlik: a kötelező társadalombiztosítási alrendszerek szolgáltatásait a béreket terhelő járulékokból fedezik. Ha a rendszer szolgáltatásai valamilyen okból a járulékok növekedését igénylik, akkor a munkaerő megdrágul, a gazdaság versenyképessége romlik. A járulékok növekedésének, a társadalombiztosítás finanszírozásának így egyre keményedő gazdasági korlátai vannak. A másik oldalon a társadalombiztosítási kiadások csökkentése a politikai legitimáció által támasztott korlátba ütközik, az éppen kormányon lévő politikusok szavazatok elvesztését kockáztatják akkor, ha a jóléti szolgáltatások gazdasági okokból történő visszafogása miatt a szavazópolgárok csalatkoznak várakozásaikban. A pénzügyi feszültségek nyomán újra meg újra megfogalmazódik a társadalombiztosítás radikális reformjának szükségessége mégis, a német jóléti állam alapvonásait tekintve mindeddig ellenállt a radikális reformoknak. Életképes-e hosszabb távon a kötelező társadalombiztosítás rendszere? Miért marad el újra és újra a német szociálpolitika radikális reformja? E kérdésekre keresi a tanulmány a választ a kötelező nyugdíj- és betegbiztosítás alrendszereinek vizsgálatával.
