Sozialversicherung rutscht ins Defizit

Abstract

Die Finanzlage der Sozialversicherung hat sich im Jahr 2013 deutlich verschlechtert. Der Budgetüberschuss sank um 11,9 auf 6,3 Mrd. Euro (Statistisches Bundesamt 2014a). Entscheidend dafür ist, dass der Bund angesichts der günstigen Perspektiven für die Sozialversicherung und der durch die 'Schuldenbremse' bedingten Einsparerfordernisse seinen Zuschuss um rund 10 Mrd. Euro gekürzt hat. Auch wurde die 'Praxisgebühr' bei der ambulanten ärztlichen Versorgung mit Wirkung ab Jahresbeginn 2013 abgeschafft. Zudem wurde der Beitragssatz in der gesetzlichen Rentenversicherung Anfang 2013 entsprechend der gesetzlichen Vorgabe von 19,6 auf 18,9 Prozent gesenkt; die Rücklagen hätten sonst Ende 2014 ihre Obergrenze von 1,5 Monatsausgaben überschritten. Die neue Bundesregierung hat eine 'Rentenreform' und weitere sozialpolitische Maßnahmen auf den Weg gebracht. Es stellt sich die Frage, wie sich die Finanzlage der Sozialversicherung in den Jahren 2014 und 2015 nach den jüngsten Beschlüssen entwickeln wird.
