Rückwärts in die Zukunft? Ein Essay zur jüngsten Debatte um Industriepolitik

Abstract

* Die aktuelle industriepolitische Debatte ist überfällig, ignoriert jedoch zentrale Herausforderungen. * Gefragt ist nicht eine erneute ordnungspolitische Diskussion, sondern eine Diskussion über Konzepte, Strategien und Instrumente. * Industriepolitik sollte sich nicht mehr vor allem durch Marktversagen begründen, sondern benötigt einen gesellschaftspolitischen Bezugspunkt. * Im Mittelpunkt der Diskussion sollten nicht einzelne Unternehmen, sondern Wertschöpfungsnetze stehen, die industrielle Produktion und Dienstleistungen verbinden. * Gefragt sind eine neues Innovationsverständnis, die Nutzung politischer Instrumente (Nachfrage, Regulierung) zur Förderung qualitativ hochwertiger Nachfrage sowie eine Wertschätzung kompetenter Arbeit.
