Latinoamericanos con Destino a Europa: Migración, Remesas y Codesarrollo como Temas Emergentes en la Relación UE-AL

Abstract

A pesar del crecimiento extraordinario de la migración latinoamericana y caribeña hacia Europa en la última década, los temas de migración, el envío y uso de remesas, y el codesarrollo sólo han aparecido recientemente en la agenda birregional. A partir del análisis de la información disponible sobre patrones migratorios y de envío de remesas, la evaluación de las políticas en vigor y el papel de los principales actores involucrados tanto en los países de origen cuanto en los de acogida (gobiernos, bancos, remesadoras, organizaciones de migrantes y otras ONG), y la construcción de algunos escenarios futuros, es evidente que aún hay mucho por hacer para mejorar la manera en la que la migración y sus consecuencias se tratan en el marco de la llamada “asociación estratégica birregional”. En consecuencia, se proponen nuevas estrategias de cooperación basadas en sus intereses compartidos que, de implementarse, podrían: primero, mejorar esta relación migratoria; segundo, fomentar el desarrollo económico en las comunidades de origen de los migrantes; y, por último, incluso llevar a Europa y América Latina a liderar esfuerzos multilaterales internacionales más amplios para la gestión de flujos migratorios y remesas.
