Comment les régions du Canada s'adaptent-elles à un marché nord-américain plus grand et plus intégré?

Abstract

Le présent rapport porte sur deux questions trop peu étudiées, mais qui deviennent de plus en plus importantes, à savoir la mesure de l'intégration régionale et les avantages régionaux de l'intégration économique nord américaine. L'objectif est d'évaluer l'intégration des diverses régions du Canada et des États-Unis dans le secteur de la fabrication et d'étudier, au niveau régional, l'effet de l'intensification de l'intégration commerciale sur la croissance de la productivité et sur certaines autres variables du rendement économique. Notre étude montre que l'intégration du commerce de produits manufacturés entre les États-Unis et le Canada et chacune de ses régions s'accentue, mais qu'elle est beaucoup plus importante en Ontario que dans le reste du Canada. Bien qu'elle se soit traduite dans toutes les régions par un accroissement de la productivité, une hausse des salaires et une plus forte croissance de la production, l'Ontario a été le principal bénéficiaire. Nous ne dégageons aucune preuve qu'une plus grande intégration du commerce de produits manufacturés avec les États-Unis a eu d'autres conséquences que des pertes d'emplois à court terme résultant d'un ajustement. Le Canada et chacune de ses régions ont vu augmenter leur part de la fabrication nord américaine, résultat fort différent des conjectures voulant que ce soit les États-Unis et non le Canada qui voient croître leur part de la production nord américaine (Krugman, 1980).
