Entraves a l'adoption des technologies de pointe pour les fabricants canadiens

Abstract

Nous examinons dans le present document, a l'aide de donnees d'enquete, les problemes auxquels font face les entreprises du secteur canadien de la fabrication lorsqu'elles decident d'adopter des technologies de pointe. Les donnees montrent que l'utilisation des technologies de pointe est relativement importante (leurs utilisateurs representant plus de 80 % de toutes les livraisons), mais que leur emploi n'est pas repandu dans les entreprises (leurs utilisateurs ne constituant qu'environ le tiers de tous les etablissements). Cette situation vient notamment du fait que les technologies de pointe offrent une vaste gamme d'avantages, mais que les entreprises sont egalement confrontees a une serie d'entraves, des problemes qui les empechent d'adopter ces technologies. Ces entraves s'inscrivent a l'interieur de cinq groupes : les problemes lies aux couts, les problemes lies au cadre institutionnel, les problemes en matiere de main-d'oeuvre, les problemes lies a la structure organisationnelle et les problemes en matiere d'information. Meme si l'on pourrait s'attendre a ce que les entraves soient plus grandes pour les non-utilisateurs que pour les utilisateurs des technologies de pointe, c'est le contraire qui se produit. Nous postulons qu'il en est ainsi parce que l'innovation suppose un processus d'apprentissage. Les innovateurs et les utilisateurs des technologies de pointe font face a des problemes qu'ils doivent regler et les entreprises plus innovatrices ont des plus gros problemes. Nous verifions ce postulat en examinant les facteurs lies au fait qu'une entreprise signale ou ne signale pas qu'elle a fait face a des entraves. Notre analyse multidimensionnelle revele que les utilisateurs des technologies de pointe et que les entreprises qui innovent signalent plus souvent des entraves que les non-utilisateurs de ces technologies et que les entreprises qui n'innovent pas. Nous concluons qu'il ne faudrait pas interpreter l'information sur les entraves dans les rapports des enquetes sur la technologie et d'autres enquetes connexes (sur l'innovation) comme des obstacles infranchissables qui empechent les entreprises d'adopter des technologies. Ces enquetes indiquent plutot les domaines ou les entreprises qui connaissent le succes font face a des problemes et les reglent.
