Cinco Años de Funcionamiento del Seguro de Cesantía en Chile

Abstract

El objetivo principal del presente documento es mostrar un diagnóstico del funcionamiento del Seguro de Cesantía en Chile en estos casi cinco años desde su puesta en marcha, así como también presentar a la luz de lo encontrado, cuáles son los principales desafíos que se deben enfrentar para lograr un sistema de protección social más adecuado para los trabajadores chilenos. En este sentido se evalúan alternativas de solución para enfrentar dichos elementos. A partir del análisis desarrollado, se encuentra que los principales desafíos a abordar son los siguientes: aumentar el nivel de cobertura del seguro, ampliando tanto el universo potencial de afiliados como las posibilidades de acceso de los ya incluidos; mejorar el nivel de beneficios otorgados por el sistema; permitir una cartera de inversión más adecuada para los fondos de cesantía; y desarrollar un sistema de protección social integral que no sólo entregue un beneficio monetario de sustitución del ingreso perdido como resultado del desempleo, sino que también procure la pronta y adecuada reinserción laboral. Adicionalmente, el documento presenta un modelo que permite evaluar el estado actual del sistema, además de propuestas para avanzar en definir alternativas que aborden los temas antes mencionados. Las propuestas evaluadas se hacen cargo de los desafíos identificados, mejorando con esto el grado de protección social que se les otorga a los trabajadores cesantes, pero al mismo tiempo teniendo en cuenta la sustentabilidad fiscal del Fondo de Cesantía Solidario. Dentro de las propuestas se consideran alternativas que han sido planteadas para perfeccionar este seguro, tales como el acceso de trabajadores con contrato a plazo fijo al Fondo de Cesantía Solidario y la flexibilización de requisitos de acceso en el caso de aquéllos con contrato indefinido. Cabe destacar que de implementarse una medida de esta naturaleza, se deben considerar los resguardos del caso para evitar posibles comportamientos oportunistas por parte de los distintos grupos de trabajadores..
