Impactos Socioeconômicos de Grandes Investimentos em Transportes no Estado do Pará

Abstract

O trabalho desenvolve e aplica metodologia para o cálculo dos impactos socioeconômicos de onze projetos de transportes identificados como necessários por várias instituições de transportes do Estado do Pará. Partindo-se da análise da oferta atual e da demanda atual por transporte, baseada em informações de matrizes de Origem/Destino de cargas rodoviárias e da rede de transportes do Estado, foram inicialmente calculados os impactos sobre o sistema de transporte (velocidade, custo operacional, custo para o usuário) dessas intervenções. Esses impactos alimentaram um modelo de equilíbrio geral computável interregional, que produziu 17 outros impactos (aumento de PIB, emprego e arrecadação de impostos – em termos agregados e por R$ investido, no Estado como um todo e em cada uma de suas regiões; melhoria na balança comercial estadual, no “custo Pará”, no custo de vida, poder aquisitivo e bem-estar dos paraenses; na concentração regional no Estado; na focalização espacial nos eixos Belém, Marabá e Santarém; na focalização setorial na indústria). Esse conjunto de informações coloca à disposição das autoridades de transportes um entendimento abrangente do papel de cada projeto, em diferentes dimensões. Evidentemente, os impactos nessas diferentes dimensões podem ser conflitantes, sendo que projetos excelentes em um indicador podem ter desempenho sofrível em outros. Para auxiliar na tomada de decisões, oferece-se um mecanismo para hierarquização das alternativas. Tal mecanismo permite que as autoridades manifestem a importância por elas atribuída a cada uma das dimensões por meio de um sistema de pesos, que leva automaticamente à definição de um ordenamento dos projetos compatível com a escala de preferências adotada.
