O Acordo de Parceria Transatlântica entre a UE e os EUA constitui uma ameaça ou uma oportunidade para a Economia Portuguesa?

Abstract

O acordo de Parceria Transatlântica de Comércio e Investimento (TTIP) é uma proposta de acordo de comércio livre entre a União Europeia e os EUA que irá criar o maior espaço económico integrado do mundo. Neste artigo avalia-se o potencial impacto da TTIP sobre a economia portuguesa ao nível do comércio internacional de bens. Através da análise do perfil de especialização produtiva de Portugal EUA e UE e das vantagens comparativas reveladas por cada país, mostra-se que a TTIP será potencialmente benéfica para a economia portuguesa no que se refere ao comércio de bens. Com efeito o perfil de especialização produtiva de Portugal é bastante distinto do dos EUA, tendo Portugal vantagens comparativas em sectores substancialmente diferentes dos EUA. Assim sendo, a TTIP constitui uma oportunidade de expansão para vários sectores exportadores portugueses, ao permitir um acesso mais facilitado a um grande mercado como o dos EUA. Ao mesmo tempo, os dados sugerem que existem poucos sectores portugueses que sofrerão no mercado europeu de uma concorrência acrescida significativa por parte dos produtores americanos. Finalmente, mostra-se que Portugal pode beneficiar de acesso a produtos americanos em condições mais vantajosas, em particular nos produtos que actualmente Portugal apenas importa da UE por estarem isentos de barreiras alfandegárias. Desta forma Portugal poderá beneficiar com a redução do desvio de comércio que se verificou quando Portugal integrou a UE.
