Abstract

Fachkräftemangel ist in Deutschland seit der letzten großen Krise, also nach 2009, zu einem wichtigen wirtschaftspolitischen Thema geworden. Fast täglich finden sich in den Medien Äußerungen hierzu. Vor allem von Unternehmen, deren Verbänden oder ihnen nahe stehenden Organisationen wird auf das Problem aufmerksam gemacht. Dabei ist nicht immer klar, ob die Sorge sich auf die aktuelle Situation bezieht oder eine in Zukunft auftretende Knappheit befürchtet wird. Auf lange Sicht ist die Politik gefordert. Aber auch die Arbeitsanbieter müssen bei ihren Entscheidungen erwartete Entwicklungen berücksichtigen. Unternehmen kommt gleichermaßen die Aufgabe zu, temporäre Engpässe zu bekämpfen oder gar zu beseitigen und Strategien zu entwickeln, wie einem zukünftigen allgemeinen Rückgang an verfügbaren qualifizierten Arbeitskräften zu begegnen ist. Zweifellos stellt sich die Situation für jedes Unternehmen anders dar. Die Ausgangslage unterscheidet sich genauso wie die erwartete Entwicklung. Regionale und sektorale Besonderheiten sind zu beachten. Hauptanliegen dieses Beitrags ist es, zu prüfen, ob sich für Niedersachsen eine Tendenz feststellen lässt. Existiert ein Fachkräftemangel? Unterliegt er sichtbaren Schwankungen, die einen möglichen Trend überlagern? Welche Bestimmungsgründe lassen sich festmachen und welche Strategien planen die Unternehmen, um zukünftige Engpässe zu vermeiden? Um die Ergebnisse einschätzen zu können, bedarf es zusätzlich eines Vergleichs mit der Situation in Deutschland. Empirisch analysiert werden Entwicklungen bei der Suche nach geeigneten Stellenbewerbern, bei der Stellenbesetzung, bei Kompromissen seitens der Arbeitgeber und bei den unbesetzten Stellen. Zudem wird aufgezeigt, welche Strategien die Betriebe zur Deckung des Fachkräftebedarfs verfolgen.
