Abstract

Digitalisasi transaksi pemerintah daerah melalui kebijakan Elektronifikasi Transaksi Pemerintah Daerah (ETPD) menjadi salah satu instrumen utama dalam agenda penguatan kinerja fiskal daerah di Indonesia. Penelitian ini bertujuan untuk menganalisis dampak implementasi ETPD terhadap Pendapatan Asli Daerah (PAD), serta mengidentifikasi perbedaan pengaruhnya pada komponen pajak daerah dan retribusi daerah, baik secara nasional maupun antarwilayah. Dengan menggunakan data panel kabupaten/kota di Indonesia dan pendekatan Fixed Effect Model berbasis Least Squares Dummy Variable (FEM-LSDV), studi ini mengendalikan heterogenitas tidak teramati antar daerah dan dinamika waktu. Hasil estimasi menunjukkan bahwa peningkatan Indeks ETPD berpengaruh positif dan signifikan terhadap PAD secara nasional. Namun, ketika PAD didekomposisi, dampak ETPD terhadap retribusi daerah terbukti lebih kuat dan konsisten dibandingkan pajak daerah. Lebih lanjut hasil robustnest check menggunakan Fuzzy RDD menunjukkan bahwa daerah dengan perekonomian lebih tinggi (GDP per capita) memiliki probabilitas lebih besar untuk mengadopsi ETPD. Temuan ini menguatkan argumen bahwa digitalisasi dapat meningkatkan efisiensi fiskal daerah, khususnya dalam pendapatan daerah, yang dipengaruhi oleh kesiapan ekonomi dan kapasitas fiskal daerah. Secara keseluruhan, penelitian ini menegaskan bahwa digitalisasi transaksi pemerintah daerah berperan penting dalam memperkuat kinerja fiskal daerah, terutama melalui optimalisasi retribusi, serta memberikan kontribusi empiris terhadap literatur digital government dan fiscal performance di tingkat pemerintah daerah.
