Pour une approche longitudinale de la politique des contrats quadriennaux d'établissement en France : le cas d'une université pluridisciplinaire de taille moyenne entre 1991 et 2010

Abstract

Voici bientôt deux décennies que la politique contractuelle d'établissement a été promue en France, conduisant les universités à formaliser tous les quatre ans leurs projets de développement. Dans le contexte de réformes profondes qui caractérise le système français d'enseignement supérieur depuis 2007, il nous a paru nécessaire de prendre du recul sur la façon dont les universités ont mobilisé jusqu'à présent le cadre de la politique contractuelle pour concevoir et déployer leurs stratégies. Une telle question ne pouvant être traitée sur l'ensemble des établissements qui jalonnent aujourd'hui encore le paysage universitaire français, nous avons focalisé notre attention sur l'étude d'un cas. C'est notamment la possibilité d'accéder aux données requises (les contrats à proprement parler ainsi que le contexte dans lequel ils ont été préparés) qui a donc orienté notre choix d'une université pluridisciplinaire de taille moyenne (UPTM). C'est ainsi que nous avons pu parcourir vingt ans de l'histoire de cette université, par une approche qualitative du contenu comme des conditions d'élaboration de ses cinq contrats, en mobilisant pour ce faire le cadre de la théorie communicationnelle de la stratégie.
