Abstract

La fiscalité énergétique peut jouer un rôle majeur, au côté d'autres instruments, dans une politique de l'effet de serre. Plus généralement elle peut être un puissant levier d'efficacité économique dans l'emploi de l'énergie dans le cadre des grands objectifs de la collectivité. Encore faut-il réexaminer nombre de dispositions existantes, qui n'ont pas ou plus de justifications économiques. Ainsi, tous les experts s'accordent pour ne trouver aucune justification sanitaire ou économique valable au différentiel de taxation du gazole par rapport au supercarburant qui persiste en France. De même l'absence de taxation du gaz naturel pour l'usage domestique, alors que le gaz est taxé pour les usages industriels et l'électricité pour l'usage domestique, ou l'absence totale de taxation du charbon, malgré leurs émissions de CO2 ne sont guère justifiables. Quant à la taxation des produits pétroliers, FOL et FOD, elle devrait être multipliée au moins par 3 pour prendre en compte le seul aspect CO2 et par 8 si l'on voulait internaliser tous les effets environnementaux.
