Abstract

El estudio de las desigualdades y la exclusión social en el ámbito del transporte no es reciente, pero se ha puesto nuevamente de actualidad desde fines de los años noventa en varios países europeos. El objetivo de esta ponencia es presentar un panorama de los trabajos más recientes realizados principalmente en Francia sobre el análisis de las desigualdades de movilidad. Primero abordamos los principales resultados de una investigación sobre la medida cuantitativa de las desigualdades en diferentes segmentos de la movilidad y que evidencian la influencia del acceso al automóvil. A continuación señalamos las diferencias de motorización de los hogares según el nivel de ingreso y planteamos las dificultades que el acceso al automóvil representa para las poblaciones más desfavorecidas. Después, analizando el impacto de los transportes públicos en la satisfacción de las necesidades de movilidad, vemos que distintas investigaciones y encuestas confirman la importancia de la tarificación social del servicio de transporte pero simultáneamuestran los límites de la oferta "tradicional". Enseguida hacemos hincapié en la dimensión territorial de las desigualdades. En efecto, la desigual distribución de los recursos en los territorios (equipamiento, servicios, red de transporte) contribuye también al incremento de las desigualdades de movilidad. Por último, esta capitalización de los conocimientos sobre las desigualdades de movilidad suscita algunas pistas de reflexión para mejor tomar en cuenta la equidad social en la gestión duradera de las movilidades.
