Abstract

La comparaison des PIB régionaux partout en Europe conduit les acteurs publics à prendre des positions stratégiques quant aux politiques publiques à mener. La recherche de la performance économique s'inscrit dans une recherche de l'accroissement de la compétitivité et de l'attractivité des territoires. Or, le PIB régional par habitant, principal indicateur mobilisé pour justifier la mise en place de politiques publiques, s'avère un indicateur imparfait de la mesure de la performance des régions en Europe. La décomposition du PIB par habitant appliquée à l'ensemble des régions en Europe montre que la performance des régions est en réalité le fait d'effets multiples intervenant sur le niveau de richesse et d'emplois des territoires. Les effets liés à la productivité apparente du travail et aux facteurs socio-économiques mettent ainsi à jour la diversité des territoires et la complexité à proposer une analyse unique centrée sur le PIB par habitant.
