La généralisation de la complémentaire santé d’entreprise : une typologie des pratiques d’entreprise et de leurs liens avec les politiques salariales

Abstract

Cet article analyse empiriquement les stratégies des entreprises en matière de couverture santé lors de la mise en œuvre de la généralisation de la couverture santé d'entreprise en France. À partir d'un travail original fondé sur des données d'enquête et des données administratives, nous construisons une typologie des pratiques des entreprises. L'objectif est d'évaluer l'hétérogénéité des comportements face à une obligation uniforme et d'analyser les liens entre pratiques de couverture santé et politiques salariales Nous montrons que l'essentiel des entreprises a adopté des pratiques minimalistes limitées au minimum légal alors que d'autres, qui avaient déjà choisi la couverture d'entreprise, n'ont rien changé. Nous montrons également que l'on ne peut pas réduire à ces deux stratégies d'entreprise les effets de la généralisation de la couverture santé au moment de sa mise en place. Deux autres profils ont été mis en évidence : les pratiques différenciatrices entre salariés, plus généreuses mais inégalitaires et des pratiques mixtes visant une relative uniformisation au sein de la population des salariés.
