Systematisierung der gesamtwirtschaftlichen Effekte und Verteilungswirkungen der Energiewende

Abstract

Ziel der Energiewende ist der langfristige Umbau des Energiesystems zu einem klimafreundlichen System und der gleichzeitige Ausstieg aus der Kernenergie bis zum Jahr 2022 bei Gewährleistung einer sicheren, wirtschaftlichen und umweltverträglichen Energieversorgung. Für diese Transformation sind technologische Entwicklungen und Investitionen notwendig. Die Energiewende ist mit gesamtwirtschaftlichen Effekten und vielfältigen Verteilungswirkungen verbunden, um deren Verständnis es im Kern des Forschungsvorhabens geht. Für die Akzeptanz der Energiewende ist es entscheidend, dass sie gesamtwirtschaftlich positiv, oder jedenfalls nicht negativ wirkt, und negative Verteilungswirkungen frühzeitig erkannt, begrenzt und, wenn möglich, ausgeglichen werden. Ziel dieses Beitrags ist die Systematisierung der Effekte und ihrer Begrifflichkeiten als Basis für das gesamte Forschungsvorhaben. Zu dem Themenfeld liegen bereits verschiedene Arbeiten nicht zuletzt der Forschungsnehmer vor. Der vorliegende Research Report stellt die makroökonomischen Wirkungen und die Verteilungseffekte mit Blick auf die Energiewende ausführlich dar und strukturiert sie auf Basis eines kurzen Literaturüberblicks sowie der bisher publizierten Arbeiten. Hierbei werden Begriffe definiert sowie Systematisierungen der Effekte vorgestellt. Bei aller Vereinheitlichung und Gegenüberstellung von unterschiedlichen Effekten sind die weitergehenden, teils langfristigen Vorteile der Energiewende im Blick zu halten, die nicht immer und allein in Geldeinheiten auszudrücken sind. Diese langfristigen, teils nicht-monetären Vorteile der Energiewende tragen je nach individuellen Präferenzen in unterschiedlicher Höhe zur Wohlfahrtssteigerung der Haushalte bei.
