Limitation des allocations de chômage dans le temps :une mesure efficace ?

Abstract

Parmi les propositions discutées dans le cadre de la formation du gouvernement fédéral issu des élections de juin 2024,il est notamment question de modifier le dispositif d’assurance-chômage et de mettre fin au versement des indemnitésaprès deux années de chômage. S’il est presque certain que la réduction de la période potentielle d’indemnisation (PPI)puisse faciliter le retour à l’emploi, un tel effet positif pourrait ne concerner qu’une partie des chômeurs de longue durée,en raison de leurs caractéristiques personnelles (inadéquation des compétences, problèmes d’invalidité, discriminationsliées à l’âge, etc.). Ce policy brief dresse un état des lieux des principaux résultats de la littérature empirique concernantles effets d’une modification de la PPI sur le taux de retour à l’emploi, la qualité de l’emploi post-chômage, ou encore lebien-être et la santé.
