La topología de redes como herramienta de Seguimiento en el sistema de Pagos de Alto Valor en Colombia

Abstract

Las transferencias de fondos que se realizan entre los participantes en un sistema de pagos conformanredes de valor que, por su naturaleza, están expuestas a riesgos financieros de diverso género y, enparticular, al potencial de riesgo sistémico.La incidencia que ello tendría sobre la estabilidad financiera, la transmisión de la política monetaria y laactividad económica son algunas de las razones que explican el interés de los Bancos Centrales porpromover los objetivos de seguridad y eficiencia en los sistemas de pago.Los aportes de la física estadística en el análisis de redes complejas han permitido reconocer la estrecharelación existente entre la estructura, el funcionamiento de la red y su estabilidad.Soportado en esta rama de la física, este documento constituye una primera aplicación de la topología deredes al análisis de la red de valor que se conforma entre los participantes del Sistema de Pagos de AltoValor CUD de Colombia.La identificación de la topología y de las propiedades de ésta red, junto con la cuantificación del impactode algunos choques simulados sobre la estabilidad y el valor liquidado en la red, son los objetivosprincipales que persigue esta investigación.Se concluye que las eventuales perturbaciones simuladas tienen un efecto significativo sobre el flujonormal de los pagos, tanto por el resquebrajamiento de la infraestructura de pagos como por losproblemas de coordinación que se derivan entre sus participantes.Con base en tales resultados es posible sugerir una serie de políticas encaminadas a garantizar el flujonormal de los pagos, ya sea mediante acciones preventivas que reduzcan la probabilidad de ocurrenciade interrupciones en el sistema o correctivas que permitan, ante la eventual realización de estasinterrupciones, la pronta recuperación de la estabilidad de la red de pagos.
