Werkverträge im Betrieb: Eine empirische Untersuchung

Abstract

[Einleitung ...] Vier forschungsleitende Fragen stehen deshalb im Zentrum der in diesem Band vorgestellten Analysen: 1. Wie verbreitet sind Praktiken der Onsite-Werkvertrags-Vergabe in den hier untersuchten Branchen? Welche Rolle spielen sie im Kanon alternativer betrieblicher Personalstrategien (der numerischen und funktionalen Flexibilisierung oder Kostensenkung) wie gewerbsmäßiger Leiharbeit, Befristungen oder Teilzeitarbeit? 2. Aus welchen Gründen praktizieren Unternehmen Onsite-Werkverträge? Welche Motive leiten unternehmerische Entscheider, derartige Praktiken zu wählen? 3. Welche Anforderungen stellt die Vergabe von Onsite-Werkverträgen an das Netzwerkmanagement bzw. die Koordination zwischen den beteiligten Unternehmen? Welche Probleme entstehen? Und (wie) werden diese bearbeitet? 4. Wie gestalten sich Arbeits- und Beschäftigungsbedingungen in Werkunternehmen? In welcher Weise beeinflussen Onsite-Werkvertrags-Praktiken die Arbeits- und Beschäftigungsbedingungen sowie das Handeln der Betriebsräte beim Werkbesteller? Im nachfolgenden Kapitel 2 werden die Ausgangslage und die Problemstellung kurz umrissen. Die Methodik der Breitenerhebung und der Fallstudien wird in Kapitel 3 expliziert. Im empirischen Teil (Kapitel 4 und 5) werden zunächst die Befunde der Telefonbefragung zusammengefasst. Danach werden - aus Platzgründen - vier von zwölf Fallstudien ausführlich präsentiert. Kapitel 6 synthetisiert die empirischen Befunde aus den Teilstudien, indem die Ergebnisse auf spezifische Fragestellungen bezogen und unter Einbeziehen aller Fallstudienbefunde diskutiert werden. Der Bericht schließt mit einer Zusammenfassung und gibt einen Ausblick auf Implikationen der Studie für Betriebsräte (Kapitel 7).
