A Multi‐Method Decision Support System for Strategic Prioritization of Technology Investments With National Development Plans for Sustainable Development

Abstract

Strategic prioritization of technological investments is essential to ensure efficient resource use, cost reduction, and maximization of potential gains, while supporting long‐term sustainable development goals. This study introduces a multi‐method decision support system (DSS) for prioritizing technology investments in alignment with National Development Plans (NDP). Nation‐specific factors are identified through text mining using Turkey's 12th NDP; causal relationships are analyzed using the DEMATEL (Decision‐Making Trial and Evaluation Laboratory) method, and a hierarchical structure is built through a hybrid DEMATEL‐ISM (Interpretive Structural Modeling) approach integrated with TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) and VIKOR (Vise Kriterijumska Optimizacijai Kompromisno Resenje) to prioritize technologies. The findings demonstrate how a multi‐method DSS can operationalize complex policy objectives into measurable technological priorities, offering policymakers an analytical basis for sustainable and evidence‐based planning. The study concludes with implications for national‐level strategy formulation and outlines directions for future empirical validation and cross‐sectoral adaptation.
