Uncertainty in the New Zealand Pipeline of Public Infrastructure Work

Abstract

A pipeline of public infrastructure work is defined as being all the current and upcoming infrastructure projects managed by local and central government. In New Zealand, infrastructure stakeholders have emphasized the need for greater certainty in the pipeline of government‐funded projects. Uncertainty in the flow of future public infrastructure work impedes stakeholder investment, drives up delivery costs, and limits future industry capacity. However, the specific sources of uncertainty in the pipeline of work are not well understood. This study employs systems thinking to identify key factors of pipeline uncertainty, such as funding, timelines, and project priorities, and their effects on stakeholder decisions and industry capacity. A mixed methods approach was utilized in which a content analysis identified the factors and impacts of pipeline uncertainty. Then, a case study examined 441 New Zealand government‐funded projects to validate the content analysis results and demonstrate the impact in the industry. The findings revealed that project timing is the most frequently identified factor of uncertainty associated with a pipeline of work, followed by project funding. The results aligned with industry concern that fluctuating project pipelines disrupt strategic planning and lead to inefficiencies in resource allocation. En Nueva Zelanda, los actores clave en infraestructura han enfatizado la necesidad de una mayor certidumbre en la cartera de proyectos financiados por el gobierno. La incertidumbre en el flujo de futuras obras de infraestructura pública impide la inversión de los actores clave, incrementa los costos de entrega y limita la capacidad futura de la industria. Sin embargo, las fuentes específicas de incertidumbre en la cartera de obras no se comprenden bien. Este estudio emplea el pensamiento sistémico para identificar los factores clave de la incertidumbre en la cartera de proyectos, como la financiación, los plazos y las prioridades de los proyectos, y sus efectos en las decisiones de los actores clave y la capacidad de la industria. Los hallazgos revelaron que el cronograma del proyecto es el factor de incertidumbre más frecuentemente identificado en la cartera de proyectos, seguido de su financiación. Los resultados coincidieron con la preocupación del sector de que la fluctuación de la cartera de proyectos perturba la planificación estratégica y genera ineficiencias en la asignación de recursos. Este estudio contribuye a la investigación sobre planificación de infraestructuras al adoptar una perspectiva sistémica holística, enfatizando la necesidad de una planificación integrada y a largo plazo de la inversión pública para reducir la incertidumbre y mejorar el rendimiento del sector.
