По данным Всемирного банка, в среднем в мире 13% государственных расходов приходится на образование, и государства заинтересованы в продуктивном расходовании этих средств. Одним из общепринятых, хотя и критикуемых, критериев продуктивности деятельности университета считается его положение в международных академических рейтингах. Проведенные исследования влияния объема государственного финансирования университета на его положение в рейтинге не выявили устойчивой положительной связи. Авторы скорректировали методологию оценивания и рассмотрели влияние механизма государственного финансирования университета на его положение в рейтинге. Рассмотрены по существу три механизма финансирования: финансирование по формуле, финансирование по результатам и переговорное финансирование. В выборку исследования вошли 107 европейских университетов из 27 стран, по каждому из них была собрана информация о модели финансирования (или композиции моделей), общем годовом доходе, доле финансирования от государства и положении в рейтинге, а также о наличии динамики в рейтинге за последние 10 лет. По результатам анализа сформированы две основные группы университетов: те, кто не преуспевает в рейтингах (вторая, третья, четвертая и пятая сотни рейтингов) и финансируется преимущественно формальными путями (финансирование по формуле и по результату), и те, кто лидирует в рейтингах (первая сотня), такие университеты используют переговорную модель финансирования (либо наряду с формальными моделями, либо в качестве основной). Подтверждены выводы предшествующих исследований, согласно которым объем государственного финансирования никак не сказывается на результатах рейтинга. На качественном уровне проанализирован опыт финансирования высшего образования в Российской Федерации. В настоящее время наблюдается сильная тенденция к формализации всех каналов финансирования университетов, однако результаты проведенного эмпирического исследования показывают, что доминирование формальных критериев может быть неэффективно с точки зрения достижения отечественными университетами поставленных перед ними амбициозных целей - вхождения в первую сотню университетов в международных рейтингах.
