Abstract

[eng] Irene HORS — The difficulties of the fight against corruption : the experiences of four developing countries. The abundance of theoretical literature on the struggle against corruption does not reflect the practical difficulties involved. The study of the institutions and of the reforms undertaken in four countries, namely Benin, Morocco, Philippines and Pakistan, as well as the analyses of the contexts of government and nongovernmental action is informative on the tools best adapted to the problems faced by developing countries. The efficiency of global tools appears to face limits but once sectorial reforms are subjected to certain rules, they may permit the handling and of corruption and its durable control. [fre] Si la littérature théorique sur la lutte contre la corruption dans les pays en développement est abondante, la pratique reste difficile. L'étude des institutions impliquées et des réformes engagées contre la corruption dans quatre pays - le Bénin, le Maroc, les Philippines et le Pakistan - et l'analyse du contexte dans lequel s'y inscrit l'action gouvernementale et non gouvernementale nous renseignent sur les outils qui paraissent les mieux adaptés au problème tel qu'il se pose dans les pays en développement. L'efficacité des réformes globales apparaît limitée. En revanche, les réformes sectorielles, dès lors qu'elles obéissent à certaines règles, permettent d'avoir prise sur les problèmes de corruption et peuvent donc contribuer à leur réduction de manière durable.
