Abstract

[fre] Cet article présente successivement la théorie pure du protectionnisme et les limites analytiques puis pratiques de cette politique.. La présentation théorique porte sur l'analyse des effets attendus de la levée d'un droit de douane, sur la théorie du tarif optimal, la protection effective et les unions douanières.. La deuxième partie définit les limites qui viennent restreindre la portée analytique puis pratique du protectionnisme. Ces limites tirent leur origine du rôle dévolu aux ajustements par les prix, à l'ignorance de l'interdépendance des circuits, tant au niveau interne qu'au niveau international.. Le réexamen de la liaison objectif-moyens du protectionnisme permet de conclure à une relative inefficacité du protectionnisme tel qu'il peut être décrit et mesuré aujourd'hui. [eng] Protectionism : a survey . Henri-François Henner. This paper presents the pure theory of protectionism and the analytical and practical limits of auch a policy.. The theoretical survey covers the effects of a tariff, the theory of optimal tariff, the theory of effective protection, and the theory of custom unions.. The second part studies the limits which restrict the analytical and practical scope of protectionism. They corne from the role given to the price adjustment, and the ignorance of flows in the national and international economy.. The reexamination of the cost-advantage implications of protectionism leads to the conclusion that protectionism is rather ineffective in the way it is applied to day.
