Quels liens les bénéficiaires de contrats aidés entretiennent-ils avec le marché du travail ? Une description à partir du Panel 2008

Abstract

[fre] Cet article décrit les relations que les bénéficiaires de contrats aidés entretiennent à différents égards avec le marché du travail : parcours professionnel avant et après l’entrée en dispositif, perception de leur positionnement sur ce marché (atouts pour retrouver un emploi, critère d’acceptation d’un poste, relation au travail, etc.), ou opinion sur les contrats aidés. Les données mobilisées sont celles du Panel 2008, enquête de la Dares qui porte sur les bénéficiaires d’un contrat aidé du Plan de cohésion sociale (CIE, CAE, CAV et CI‑RMA). En tant qu’outil d’évaluation, cette enquête contient beaucoup d’informations destinées à capter finement les caractéristiques des bénéficiaires, et notamment leurs liens avec le marché du travail. Le profil de ces bénéficiaires peut être analysé précisément, y compris selon le secteur de recrutement, tout comme le déroulement de leur contrat aidé (durée, accompagnement et formation associés, etc.). Cette étude propose en particulier une typologie des bénéficiaires selon les caractéristiques de leur contrat. Celle-ci met en exergue la diversité du ciblage des contrats aidés, depuis un suivi renforcé pour les personnes en grande difficulté jusqu’à des contrats marchands proches d’emploi réguliers pour les personnes les moins éloignées du marché du travail. Sont ensuite présentés des éléments descriptifs sur les trajectoires des bénéficiaires selon la nature de leur contrat aidé. L’étude montre que l’insertion professionnelle des bénéficiaires six mois après la fin de leur contrat aidé n’est pas indépendante du déroulement de leur contrat aidé et des caractéristiques de leur employeur. Leur appréciation du marché du travail varie également avec leur distance à l’emploi. Ces résultats sont mis en perspective avec le regard, généralement positif, que les bénéficiaires portent sur les contrats aidés, en particulier sur leur propre expérience de ces contrats, offrant ainsi un éclairage complémentaire sur leur utilité.
