A munkanélküli-ellátás változásainak hatása a munkanélküliek segélyezésére és elhelyezkedésére
[The effect of changes in unemployment provision on unemployed assistance and placement]

Abstract

2000 májusától lényeges változás történt a járadékjogosultsággal nem rendelkező munkanélküliek segélyezésében: megszűnt a tartós munkanélküliek jövedelempótló támogatása, és helyébe az aktív korú nem foglalkoztatottak rendszeres szociális segélye lépett. A cikk egy követéses vizsgálat adatai alapján elemzi, hogy e változás miként érintette a munkanélküliek segélyezését és elhelyezkedését. A szabályváltozás után a járadékkimerítők kevesebben igényeltek további segélyt, és az önkormányzatok is az igénylők kisebb hányadának folyósították azt, mint korábban; így lényegesen csökkent a járadék után jövedelempótlásban részesülők aránya. Közhasznú munkában ugyan sokkal többen vettek részt, mint a szabályváltozás előtt, de ez nem ellensúlyozta a segélyben részesülők arányának csökkenését. Megállapítottuk, hogy a segélyezés csökkenti az elhelyezkedési valószínűséget, bár a kimutatott hatás kismértékű, és nem változott. Ezért a szűkmarkúbb új szabályozás gyorsította az elhelyezkedés ütemét - miközben az el nem helyezkedők jóléte csökkent. Journal of Economic Literature (JEL) kód: J64, J65.
