Technischer Wandel und Arbeitsmarktsegmentation : ein ausgewählter Literaturüberblick

Abstract

"Die Auswirkungen neuer Informations- und Kommunikations-(IuK-)Technologien auf die Arbeitsmarktsegmentation sind in den Wirtschafts- und Sozialwissenschaften bisher theoretisch und empirisch wenig analysiert worden. Die vorliegenden empirischen Studien über die Auswirkungen dieser neuen Technologien auf Struktur und Funktionsweise betriebsinterner Arbeitsmärkte und die Arbeitsmarktsegmentation kommen zu unterschiedlichen Ergebnissen. Während einige Studien eine abnehmende Bedeutung interner Arbeitsmärkte und eine zunehmende Bedeutung externer Arbeitsmärkte im Gefolge neuer IuK-Technologien diagnostizieren, gelangen andere Untersuchungen zu gegenteiligen Aussagen. In dem Beitrag wird die These vertreten, daß eine zentrale Ursache für die sich teilweise widersprechenden empirischen Forschungsergebnisse darin liegt, daß in der bisherigen Segmentationsforschung der Zusammenhang von technologischer Entwicklung und der Segmentierung von Arbeitsmärkten zwar teilweise thematisiert wurde. Die Technik bildete aber entweder einen exogenen Faktor bei der Analyse von Teilarbeitsmärkten oder sie wurde nur indirekt einbezogen. Folge dieser mangelnden Berücksichtigung der Technik in der Segmentationsforschung ist, daß dadurch der Zusammenhang von technologischer Entwicklung und Arbeitsmarktsegmentation unklar bleibt. Um die Auswirkungen des technischen Wandels auf die Arbeitsmarktsegmentation analysieren und Unterschiede in empirischen Untersuchungsergebnissen erklären zu können, ist daher die konzeptionelle Integration der Technik in die Segmentationsforschung und die Entwicklung eines einheitlichen Rahmenkonzepts notwendig."
