La centralizzazione degli acquisti in sanit?: esperienze di approvvigionamento del servizio di ossigenoterapia domiciliare nel Lazio

Abstract

La trasformazione del Servizio Sanitario Nazionale, con l?obiettivo principale di razionalizzare la spesa pubblica, ha avuto un notevole impatto sulle modalit? di acquisto dei fattori produttivi. Tra le principali direttrici di cambiamento della politica degli acquisti si individua la diffusione di soluzioni di accentramento che, pur non essendo esenti da limiti, sembrano offrire maggiori vantaggi rispetto alla gestione decentralizzata. Attraverso l?analisi dell?esperienza del Lazio nell?approvvigionamento del servizio di ossigenoterapia domiciliare, l?articolo opera un confronto tra i due modelli di acquisto con l?obiettivo di valutarne l?efficienza. L?analisi dimostra che, bench? la scelta della strategia pi? adatta vada valutata caso per caso, il modello centralizzato ha effettivamente consentito di conseguire una maggiore efficienza del servizio appaltato.
