Modelli di governance per l?avvio del Fascicolo Sanitario Elettronico. L?esperienza del Veneto

Abstract

Il Fascicolo Sanitario Elettronico (FSE) rappresenta un?innovazione complessa che interessa molteplici attori con interessi e prerogative diverse. Partendo da una breve sintesi delle evidenze emerse dalla letteratura sui fattori che ne determinano l?adozione e ne influenzano l?implementazione, l?articolo si focalizza su un fattore particolarmente rilevante rispetto ai diversi attori coinvolti nell?implementazione del FSE, cio? la governance e i diversi modelli attraverso cui essa si esplica. Oltre a delineare i principali contributi teorici emersi dalla letteratura, l?articolo analizza il modello di governance adottato nel caso della Regione Veneto, che si contraddistingue per le forti prerogative delle aziende in materia di innovazione. Alla luce della letteratura e del caso della Regione Veneto, si riportano alcune conclusioni rispetto alla governance del FSE.
