Mismatch am Arbeitsmarkt: Konzepte und Analysen am Beispiel Oberösterreich

Abstract

Die Indizien für eine steigende und persistente Mismatch-Arbeitslosigkeit setzen die Arbeitsmarkt- und Beschäftigungspolitik unter Druck. Dafür ist es wichtig, mehr über Relevanz, Erscheinungsformen und Erklärungen des Mismatch, dem gleichzeitige Auftreten von Überschussangebot und Überschussnachfrage am Arbeitsmarkt, zu wissen. Im vorliegenden Beitrag werden verschiedene Konzepte der Berechnung von Mismatch diskutiert. Im Anschluss wird für den oberösterreichischen Arbeitsmarkt die Entwicklung des regionalen Mismatch, des Bildungs-, Berufs- und Branchen-Mismatch dargestellt. Die Mismatch-Berechnungen weisen dem oberösterreichischen Arbeitsmarkt im Vergleich zu Gesamtösterreich ein grundsätzlich gutes Ergebnis aus, was auch durch die niedrigere Arbeitslosigkeit und den vergleichsweise hohen Beschäftigungszuwachs bestätigt wird. Bei der Betrachtung der Mismatch-Indikatoren zeigen sich aber doch Herausforderungen für den oberösterreichischen Arbeitsmarkt: Im Vergleich zu Bildungs- und Berufs- Mismatch und vor allem zum regionalen Mismatch weist der Branchen-Mismatch sehr hohe Werte auf. Detailliertere Analysen verweisen auf eine sehr hohe Arbeitslosenquote bei einer beachtlichen Vakanzquote im Beherbergungs- und Gaststättenwesen. Daneben weisen nahezu alle Mismatch-Indikatoren auf einen Anstieg des Mismatch in den letzten Jahren hin. Besonders deutlich zeigt sich dies bei dem an sich niedrigen regionalen Mismatch, aber auch bei dem in Oberösterreich außerordentlich hohen Branchen-Mismatch.
