Effiziente Erbringung von Umweltleistungen durch landwirtschaftliche Betriebe - Empirische Studie in vier Agrarregionen Bayerns

Abstract

Die Agrarpolitik verfolgt neben der Sicherstellung der Wettbewerbsfähigkeit das Ziel, Umweltleistungen der Landwirtschaft durch Ausgleichszahlungen zu fördern. Hierzu wird in Bayern das Kulturlandschaftsprogramm (KULAP) zur freiwilligen Teilnahme für die Landwirte angeboten. In der vorliegenden Studie wird untersucht, ob das KULAP dazu beiträgt, dass Umweltleistungen effizienter erbracht werden als in vergleichbaren Betrieben, die nicht am Programm teilnehmen. Des Weiteren wird untersucht, ob sich die Erbringung von Umweltleistungen negativ auf den ökonomischen Erfolg eines Betriebes auswirkt. Für die Untersuchung werden eine Umwelteffizienz und eine ökonomische Effizienz mit dem nichtparametrischen Verfahren der „Data Envelopment Analysis“ (DEA) berechnet. Die Datengrundlage für die Analyse stammt aus einer Betriebsleiterbefragung von 102 Betrieben. Es kann gezeigt werden, dass sich die Intensität der Flächenbewirtschaftung in Abhängigkeit von der Teilnahme an einzelnen Maßnahmen deutlich unterscheidet. So erweisen sich z. B. Betriebe, die an Maßnahmen mit hohen Auflagen teilnehmen, als wesentlich effizienter in der Erbringung von Umweltleistungen als andere Teilnehmergruppen. Die hohe Umwelteffizienz wirkt sich aber nicht unbedingt negativ auf die ökonomische Effizienz der Betriebe aus. Vor allem ökologisch wirtschaftende Betriebe erreichen sowohl hohe Umwelteffizienzen als auch hohe ökonomische Effizienzen.
