Abstract

Die Alterung der Bevölkerung ist eine große Herausforderung für die Europäische Union. Kurz- und mittelfristig stellt die internationale Migration eine Lösung dar. Durch ein zweigleisiges Zuwanderungssystem, das aus einem marktbasierten Einwanderungskanal und einem Punktesystem besteht, kann Deutschland und Europa für qualifizierte Migranten attraktiver werden.
