Energiepolitik: Erfolgreiche Energiewende nur im europäischen Kontext

Abstract

In Deutschland besteht seit dem Beschluss des Energiekonzepts der schwarz-gelben Koalition im Jahr 2010 und dem im Jahr 2011 erneut bestätigten Ausstieg aus der Kernenergie ein Konsens, die Stromerzeugung bis zum Jahr 2050 so umzubauen, dass die erneuerbaren Energien daran den Hauptanteil übernommen haben werden. Der Weg dahin ist jedoch noch nicht vollständig ausbuchstabiert. In diesem Papier diskutieren wir die wirtschaftspolitischen Voraussetzungen, die für ein Gelingen der Energiewende notwendigerweise geschaffen werden müssen. Der Schwerpunkt der Analyse liegt auf den Instrumenten zur Verringerung der CO2- Emissionen. Wir argumentieren, dass sich die Kosten der Energiewende minimieren lassen, wenn die Emissionen ausschliesslich durch den Emissionsrechtehandel begrenzt werden. Wenn die Stromerzeugung aus erneuerbaren Energien zusätzlich gefördert werden soll, lässt sich dies kosteneffizient nur durch eine mittelfristig anzustrebende europäische Harmonisierung der Förderung erreichen. Ein geeigneter Weg dorthin besteht darin, zunächst die Förderung in Deutschland auf eine Mengensteuerung umzustellen und dieses System dann schrittweise mit den Fördersystemen anderer EU-Länder zu kombinieren.
