Handel Produktami Rolnymi Między Unią Europejską a Ukrainą w Czasie Wojny Rosyjsko-Ukraińskiej: Perspektywa Ekonomii Politycznej

Abstract

Celem artykułu jest ukazanie konsekwencji rosyjskiej inwazji zbrojnej na Ukrainę, zapoczątkowanej w lutym 2022 roku, dla polityki handlowej UE wobec tego państwa, a także wzajemnego handlu zagranicznego towarami rolno-żywnościowymi w wyniku jego tymczasowej, wyjątkowej liberalizacji, ze szczególnym uwzględnieniem importu wybranych produktów do UE. W badaniu wykorzystano podejście ekonomii politycznej (w tym teorię grup interesu) do wyjaśnienia przesłanek specyficznej polityki handlowej UE z Ukrainą oraz kryzysu we wzajemnych stosunkach handlowych między Ukrainą a sąsiadującymi z nią krajami, spowodowanego nadmiernym napływem ukraińskiego zboża na ich terytorium. Wskazano na wielkie korporacje rolno-żywnościowe jako potencjalne grupy interesu monopolizujące władzę gospodarczą, oddziałujące na zagospodarowanie ziemi rolnej, eksport produktów rolnych oraz politykę wewnętrzną i zewnętrzną Ukrainy. Wykazano, że środki tymczasowej liberalizacji handlu produktami rolnymi zastosowane przez UE wobec Ukrainy w reakcji na sytuację wywołaną wojną, spowodowały znaczny wzrost ich importu na terytorium UE, przy czym w przypadku Polski jej udział w wolumenie unijnego importu wrażliwych produktów (pszenica, kukurydza, rzepak i słonecznik) w okresie 14 miesięcy od początku wojny był od kilku do kilkunastu razy wyższy w porównaniu z 11 miesiącami poprzedzającymi inwazję Rosji na Ukrainę.
