Vorarlbergs Wirtschaft im europäischen Konkurrenzumfeld. Bericht zur internationalen Wettbewerbsfähigkeit 2022

Abstract

Die Studie bietet eine umfassende Sichtung der internationalen Wettbewerbsfähigkeit der Vorarlberger Wirtschaft im Vergleich der hoch entwickelten Industrieregionen Europas. Zu diesem Zweck werden international vergleichbare Indikatoren für Vorarlberg und seine wesentlichen Konkurrenzregionen in harmonisierter Form aufbereitet und vergleichend analysiert. Benchmark ist ein Sample von insgesamt 49 hoch entwickelten Industrieregionen in Europa (HIRE), welche auf Basis einer Clusteranalyse der europäischen NUTS-2-Regionen als engeres Konkurrenzumfeld Vorarlbergs identifiziert wurden. Die Analyse der Erfolgsindikatoren zur Wettbewerbsfähigkeit zeigt, dass Vorarlberg in Hinblick auf ökonomisches Entwicklungsniveau und die Effizienz des regionalen Produktionssystems mittlerweile eine Spitzenposition unter den Industrieregionen in Europa erreicht hat. Zugleich wird die Notwendigkeit einer pointiert produktivitätsorientierten Ausrichtung der regionalen Wirtschaftspolitik deutlich, um die erreichten Wettbewerbsvorteile auch für die Zukunft abzusichern. Eine detaillierte Sichtung der zentralen Determinanten der territorialen Wettbewerbsfähigkeit in Innovationsorientierung, struktureller Positionierung und Humanressourcen schließt sich daher an. Auf Basis der dabei identifizierten Stärken und Schwächen Vorarlbergs werden Handlungslinien in Innovations-, Struktur- und Qualifizierungspolitik diskutiert, welche geeignet scheinen, die Effizienzentwicklung der Vorarlberger Wirtschaft als Grundlage für deren nachhaltige Wettbewerbsfähigkeit weiter zu stärken.
