Wiens Industrie in der wissensbasierten Stadtwirtschaft. Wandlungsprozesse, Wettbewerbsfähigkeit, industriepolitische Ansatzpunkte

Abstract

Vor dem Hintergrund der aktuellen Debatte über die Möglichkeiten einer "Re-Industrialisierung" von hochentwickelten Ländern und Regionen erarbeitet die Studie eine theoretisch und empirisch fundierte Einschätzung zu Bedeutung und Zukunftschancen industriell-gewerblicher Produktion in der Stadtregion Wien. Dazu werden die Argumente der Vertreter einer "neuen industriellen Revolution" zunächst mit jenen Erkenntnissen konfrontiert, welche die ökonomische Forschung zu den Bestimmungsgründen der bisher vorherrschenden "De-Industrialisierung" an hochentwickelten Standorten beibringen konnte. Danach scheint eine echte "Re-Industrialisierung" urbaner Standorte wie Wien auf der Beschäftigungsseite unwahrscheinlich, eine Stabilisierung des Sektors auf der Outputseite scheint aber möglich. Die regionalen Ausgangsbedingungen dazu werden in der Folge in umfangreichen empirischen Analysen offengelegt. Dabei kommt nicht zuletzt ein neuer Datensatz zum Einsatz, welcher es erstmals ermöglicht, die Entwicklung der Industrie in Wien auf der Ebene der funktionalen Stadtregion (Stadt und Umland) jener in den anderen 255 Metropolregionen in Europa gegenüberzustellen. Demnach weist die Stadtregion Wien auch im Vergleich der urbanen Konkurrenzstandorte in Europa mittelfristig eine ungünstige Arbeitsplatzentwicklung in der Industrie auf und ist zuletzt selbst in diesem Vergleich stark "de-industrialisiert". Allerdings hatte die Redimensionierung auch eine Konzentration auf hoch- und mittel-hochtechnologische Industriebranchen und eine im Städtevergleich günstige Produktivitätsposition zur Folge, sodass der Anteilsverlust der Industrie an der Wertschöpfung gering war. Die regionalen Standortbedingungen für die Industrieproduktion sind zudem in Wien im Metropolenvergleich nicht ungünstig, und die verbliebenen Industrieunternehmen sind in Hinblick auf Forschungsorientierung und Einbindung in die internationalen Märkte sehr wettbewerbsfähig. Vor dem Hintergrund dieser nicht ungünstigen Ausgangslage werden Überlegungen zu Design und Ausrichtung einer "modernen" Industriepolitik für den städtischen Raum angestellt, welche in der Lage ist, die weitere Entwicklung einer modernen, wissensbasierten Industrie in Wien begleitend zu unterstützen.
