Fünfter Bericht zur internationalen Wettbewerbsfähigkeit Wiens. Teilbericht 1: Indikatoren und Determinanten der territorialen Wettbewerbsfähigkeit im Vergleich der europäischen Metropolregionen

Abstract

Die vorliegende Arbeit hat zum Ziel, international harmonisierte Daten für Wien und die insgesamt 289 Metropolregionen in Europa in funktionaler Abgrenzung aufzubereiten und in Hinblick auf die territoriale Wettbewerbsfähigkeit Wiens im europäischen Metropolensystem vergleichend zu analysieren. Dabei stehen (Erfolgs-)Indikatoren sowie Bestimmungsgründe für die Effizienz des Produktionssystems, die Fähigkeit zur Integration der Bevölkerung ins Erwerbsleben, sowie die sozioökologische Nachhaltigkeit der Entwicklung im Vordergrund, wobei in den Vergleichen die 58 erstrangigen Metropolregionen Europas als Wien "ähnliche" Konkurrenzregionen die zentrale Benchmark bilden. Anhand der Ergebnisse werden die Stärken und Schwächen Wiens in der europäischen Metropolenkonkurrenz herausgearbeitet, und potentiell ertragreiche Stoßrichtungen der urbanen Wirtschafts- und Standortpolitik Wiens identifiziert. Die Ergebnisse zeigen Wien als Metropolregion mit auch zuletzt intakter ökonomischer Wettbewerbsposition und guten regionalen Einkommen. Allerdings hat ein auch im Metropolenvergleich rasches demographisches Stadtwachstum in der letzten Dekade bei nur mäßiger Wirtschaftsdynamik deutliche Spuren hinterlassen. Die zu Tage getretenen Herausforderungen in Effizienzposition, Arbeitsmarktintegration und sozialer Nachhaltigkeit werden eine explizit wachstumsorientierte, inklusive und ökologisch nachhaltige Wirtschafts- und Standortpolitik für die Metropolregion Wien erfordern. Sie kann nach unseren Ergebnissen auf intakte Grundlagen in Innovationsorientierung, struktureller Ausrichtung, Humanressourcen und Lebensqualität aufsetzen.
