Staatliche Förderung regionaler Unternehmensnetzwerke: Legitimation nationaler Clusterpolitik

Abstract

Die Popularität des Clusterkonzepts in der Praxis der Wirtschaftspolitik wirft die Frage auf, inwieweit die zahlreichen wirtschaftspolitischen Eingriffe, die auf Cluster abzielen, durch ein zugrundeliegendes Marktversagen legitimiert sind. Um zu gewährleisten, dass durch die staatliche Intervention tatsächlich eine Wohlfahrtssteigerung erreicht wird, sollte die nationale Clusterpolitik vor allem geeignete Rahmenbedingungen für F&E-Kooperationen schaffen und mögliche Hemmnisse für das Clusterwachstum durch eine ausreichende Bereitstellung von Kollektivgütern abbauen. Eventuell können staatliche Intermediäre private Lösungen des Marktversagens im Cluster unterstützen. Strukturhilfen sind im Falle eines grundlegend notwendigen Strukturwandels legitimiert, sollten je-doch besonders evaluiert werden.
