Die Governance des Großen Ganzen: Reformimpulse für eine gesamtstaatliche Entwicklungspolitik Österreichs

Abstract

Die Welt verändert sich und mit ihr die öffentliche Verwaltung. Polykrise, Instabilität, Multipolarität und geopolitische Spannungen sowie eine zunehmende Vielfalt an Normen und Institutionen kennzeichnen das komplexe Lagebild der Gegenwart. Dieses bringt herkömmliche Verwaltungs- und Regierungssysteme an ihre Grenzen. Bereits seit Beginn des Jahrtausends werden deshalb Reformansätze in der Verwaltungswissenschaft unter dem Schlagwort "New Public Governance" diskutiert, die auch in die entwicklungspolitische Debatte unter Schlagworten wie "Gesamtstaatlichkeit", "Politikkohärenz" oder dem "Nexus"-Ansatz Eingang gefunden haben. Das vorliegende Briefing Paper führt vor diesem Hintergrund in die Debatte ein und zeigt konkrete Handlungserfordernisse für Österreich mit besonderem Blick auf die entwicklungspolitische Programmplanung auf.
