Armutsbekämpfung versus Demokratieförderung: Wie lässt sich der entwicklungspolitische Trade-Off überwinden?

Abstract

Die internationale Entwicklungszusammenarbeit verfolgt zwei Ziele: Armutsreduzierung und Demokratisierung. Auf der Grundlage eines Rational-Choice-Modells wird gezeigt, dass diese Ziele in einem Konflikt zueinander stehen, wenn Maßnahmen westlicher Entwicklungspolitik in und auf Diktaturen angewandt werden. Es liegt ein Trade-Off vor: Mehr Armutsbekämpfung bedeutet weniger Demokratisierung – und umgekehrt. Dieser Trade-Off lässt sich auflösen, wenn es gelingt, bei diktatorischen Regimes ein Interesse daran zu wecken, ihrer Bevölkerung gegenüber weniger repressiv aufzutreten. Hierfür müsste die internationale Entwicklungszusammenarbeit mit einem geeigneten Ordnungsrahmen versehen werden. Der vorliegende Beitrag skizziert ein institutionelles Arrangement, das dazu beitragen könnte. Die zugrunde liegende These lautet, dass dieses Arrangement den Trade-Off überwinden würde und dass sowohl demokratische Regierungen als auch Diktatoren ein Interesse an seiner Implementierung hätten.
