Demokratie in Afrika - Eine wirtschaftsethische Stellungnahme zur Initiative "New Partnership for Africa's Development" (NePAD)

Abstract

Die internationale Gemeinschaft unternimmt seit Jahren erhebliche Anstrengungen, um Entwicklungs- und Schwellenländer auf einen stabilen Wachstumspfad zu führen. Dabei ist man zunehmend zu der Erkenntnis gelangt, dass ein wesentlicher Schwerpunkt der Entwick-lungszusammenarbeit auf die institutionellen Rahmenbedingungen gelegt werden müsste, um Entwicklungsziele zu erreichen, wie sie beispielsweise in den UN Millennium Goals verankert sind. Eine demokratische Grundordnung wird hierfür immer mehr als eine notwendige Bedingung anerkannt. Dahinter steckt die Hoffnung, mittels Demokratie ein institutionelles Umfeld zu schaffen, das eine langfristig stabile wirtschaftliche Modernisierung einleitet und überdies zu einer internen wie externen Befriedung bestehender Konflikte beiträgt.
